Not Taking Care of your Children

I absolutely despise the people who have sweet kids and they act as if they take care of them and are wonderful parents. Yesterday I went out to a family concert in the park and the child had bright red hives all of her legs and her diaper was yellow. They were playing with them roughly and hurting her but the child didn't care. I also know some people who never change there child's diaper and they get a very bad diaper. I don't see why people have children but refuse to take care of them. Those are the future bullies of the world.
